Villages at Mt. Hood a Clackamas County Complete Communities Village Application to become a Supported Activity

I. Activity Title: __Barlow Trail County Park________________
II. Community Need/Rationale:

Tract 37E-23 TL00300, a 78.05 acre parcel, and 37E 23 TL 00600, a 25.60 acre parcel, was acquired by Clackamas County on May 4th, 1946 for $1 and set aside permenantly as a park by County Court on March 5, 1956. The land has not been developed other then some activities by concerned citizens to protect the land from vandals and invasive weeds.

This activity will work with Clackamas County to develop the property as a historic wayside and community resource. With significant frontage on the Sandy River and adjacency to BLM properties in the Congressionally legislated "Scenic View Shed" on the south facing hillside north of the Sandy River, the undeveloped park has important potential for our community.

IV. What is needed from Clackamas County (agency, resources, standing)?

Agency: applying for grants: State Parks, Federal, ....
Resources: Barlow Trail County Park property ownership
Standing: MOUs with BLM, USFS, State Parks, City of Sandy....

V. Summarize Activities and accomplishments to date.

1. an ongoing program to remove Scot's Broom and other invasive weeds
2. reporting of vandalism and in appropriate access by off-roaders
3. removal of old logging road to prevent vehicle access to Bull Run Watershed
4. informal mapping of area and identification of potential points of interest

VI. How has the Activity been funded to date?
     Volunteers and in-kind support.

     How will being "supported" change that?

1. The property is owned by Clackamas County and this gives the Villages at Mt. Hood "standing" to negotiate usage.
2. We will have the ability to apply for state and federal grants as "Clackamas County
3. We will have better standing to work with the BLM and others on the proposed "recreation area" on the BLM and Federal lands adjacent and nearby the park.
4. This will allow us to start the process of effectively planning for the Park
          Phase 0: invasive weed removal, monitoring and protection from miscreants
          Phase I: north side pull off and interpretive marker
                      -> apply for an Oregon Historic Trail Association Grant.
          Phase II: improvement/refinement of existing wild life/fisherman trails
          Phase III: south side pull off. formal trails/facilities plan
          Phase IV: nature/interpretive path, connection to BLM lands trails
          Phase V: improved parking, improved facilities: garbage collection, restrooms, signage....
